Gov. JB Pritzker Approves New Early Childhood Department

Gov. JB Pritzker signed a bill Tuesday establishing a dedicated state agency for early childhood education and development. Named Department of Early Childhood, it will start operations in July 2026. Its aim is to combine various programs from three different state agencies such as preschool   program funding, childcare centers, and daycare center licensing.

Simplifying Access to Early Childhood Services

The governor made the announcement at a preschool that the new department aims to make it easier for new parents to get necessary services. As he proclaimed during his speech, “If you’re a parent, you already have much on your plate, there’s no need to tackle complex bureaucracy for care that you and your kids deserve.”

 

Setting Up the Agency and Its Transition Plan

Last fall, Pritzker had first introduced his idea of a unified agency during an annual fall veto session. Following this plan, he formed an Office of Early Childhood within his office via an executive order. This office instructed the Department of Human Services, the Department of Children and Family Services, and the Illinois State Board of Education to create a step-by-step plan for moving their early childcare programs under the newly created department.

The proposal to form this department was part of Pritzker’s budget submitted to the General Assembly in February along with increased funding for these services from his Smart Start initiative.

Major Programs under New Department

The Department of Early Childhood will take over all early childhood related programs currently run by other departments,

  • Early Childhood Block Grant Program, this program being managed by State Board of Education funds Preschool for All and Prevention Initiative programs.
  • Care Assistance Program, Home Visiting programs & Early Intervention Services present in the Department of Human Services.
  • Licensing of Day Care Facilities, at present, managed by the Department of Children and Family Services.

 

Funding and Legislative Support

The new legislation (Senate Bill 1) was unanimously passed in the Senate and had a favorable bipartisan support in the House with a tally of 9318. While there were concerns about cost implications of launching a new agency, $14 million has been earmarked for initial setup costs like staff hiring and office facilities. However, there have been some worries about annual running costs once it’s fully functional.

Pritzker however dispelled such concerns saying that he foresees actual savings as programs will now be centralized and will no longer have to operate from different departments.

 

Focusing on Comprehensive and Aware Approach

Senate Majority Leader Kimberly Lightford highlighted the importance stating that “it’s our duty as a state to provide required support from day one so that we can help children achieve success. This groundbreaking agency is our way of addressing every child’s unique needs.”

 

Working Towards Convenience and Compassion

The newly formed Department of Early Childhood aims to ease life for families seeking aid for their young ones by consolidating facilities under one roof. Illinois hopes to simplify processes faced by parents while improving early childhood education’s quality.

Upcoming Plans

This July 2026 marked department will work together with teachers, parents and providers amongst others to construct an effective framework. This move will assess smooth transition ensuring that divergent requirements of Illinois’s youngest citizens are met effectively.

Pritzker shares that this initiative will provide growth opportunities that did not exist earlier hence contributing towards equality in Illinois. He emphasized how such upgrades from the earliest years are necessary.
